The Office of the Deputy Assistant Secretary of Defense for Manufacturing and Industrial Base Policy?s Defense Production Act (DPA) Title III Program Office has awarded Rockwell Collins a $3.2 million Technology Investment Agreement to continue the next phase of a joint investment agreement for the Low Cost Military GPS program.
Previous phases of the program aided Rockwell Collins in developing the next generation military GPS SAASM (Selective Availability Anti-Spoofing Module). This device, which allows decryption of precision GPS coordinates, is the smallest, lightest weight and lowest power-consuming SAASM device available today. It enables the creation of GPS receivers that provide significant size, weight and power reduction for military systems in use around the world. Among these military GPS receivers is the Rockwell Collins MicroGRAM, a stamp-sized GPS receiver used for micro-embedded applications such as handheld tactical radios, soldier systems and micro unmanned air vehicles. Other applications include the Rockwell Collins NavFireTM, the smallest, lowest power, G-hardened military GPS receiver for artillery and the Rockwell Collins MicroDAGR, the smallest, lowest power secure handheld GPS receiver in the world.
?Rockwell Collins has been a leader in the development of GPS receiver technology for nearly 30 years having produced more than 50 GPS products and delivered more than 1 million receivers for commercial avionics and government applications,? said Bob Haag, vice president and general manager of Communication and Navigation Products for Rockwell Collins. ?The DPA Title III Program has supported us in making smaller, lower cost GPS receiver technology available for a broad range of important Department of Defense programs.?
The DPA Title III Program directly supports the U.S. Department of Defense?s (DoD) Better Buying Power Initiative to deliver better value to the taxpayer and warfighter by improving the way the DoD does business. In particular, the ?low-cost GPS program? successfully reduced the size, weight, power and cost of GPS devices, embracing the objectives of the DoD?s Better Buying Power efforts. To date, the program has saved the government an estimated $100 million and it is estimated that the DoD will realize more than $300 million in additional cost savings and cost avoidance over the next five years.

Courtesy Bmore Media ? Blind patients in the U.S. who suffer from an inherited eye disease may soon get some of their vision restored with an eye implant invented by theWilmer Eye Institute at Johns Hopkins?in East Baltimore.
The US Food and Drug Administration this month approved the device for the U.S. market and Hopkins will begin implanting the device as soon as September. California firm?Second Sight Medical Products Inc. manufactures the device and licensed two patents from Hopkins to develop and commercialize it.
?It?s the first baby steps in applying technology to blindness,? says Gislin Dagnelie, associate professor of ophthalmology at the Johns Hopkins School of Medicine. Dagnelie is part of the original team that invented the device.
The Argus II Retinal Prosthesis System was approved in Europe two years ago and has helped more than 50 patients there.
It took 20 years of research, two series of trials and $200 million in funding to develop the Argus II. The device restores some vision to patients with late-stage retinitis pigmentosa, a degenerative eye disease. But researchers say the technology holds promise for treating other kinds of blindness notably macular degeneration, the major cause of visual impairment in the aged.

Feb. 27, 2013 ? Researchers have identified a possible treatment window of several years for plaques in the brain that are thought to cause memory loss in diseases such as Alzheimer's. The Mayo Clinic study is published in the Feb. 27 online issue of Neurology, the medical journal of the American Academy of Neurology.
"Our study suggests that plaques in the brain that are linked to a decline in memory and thinking abilities, called beta amyloid, take about 15 years to build up and then plateau," says lead author Clifford Jack, Jr., M.D., a Mayo Clinic radiologist, and the Alexander Family Professor of Alzheimer's Disease Research at Mayo Clinic.
For the study, 260 people ages 70 to 92 had two or more brain scans over an average of 1.3 years to measure plaque buildup in their brains. Of the participants, 22 percent had impaired thinking abilities or memory at the start of the study.
The study found that the rate of buildup accelerates initially, then slows before plateauing at high levels. The rate of plaque accumulation was highest in those with mid-range levels at the start of the study. Those with low levels or high levels of the plaques as the study began had lower rates of plaque buildup.
The study also found that the rate of buildup of plaques was more closely tied to the total amount of amyloid plaques in the brain than other risk factors, such as the level of cognitive impairment, age and the presence of the APOE gene, a gene linked to Alzheimer's disease.
"Our results suggest that there is a long treatment window where medications may be able to help slow buildup of the amyloid plaques that are linked to cognitive decline," Dr. Jack says. "On the other hand, trying to treat the plaque buildup after the amyloid plaque load has plateaued may not do much good."
The study was supported by the National Institutes of Health, National Institute on Aging (grant numbers R01 AG011378 and RO1 AG041851) and General Electric Corporation.

WASHINGTON (Reuters) - The father of a 6-year-old boy who was killed in the shooting massacre at a Connecticut school made a dramatic appeal on Wednesday for President Barack Obama's uphill bid to ban sales of military-style assault weapons and high-capacity ammunition magazines.
Testifying before a divided U.S. Senate Judiciary Committee, Neil Heslin, whose son Jesse Lewis was murdered in the December 14 shootings that killed 20 children and six adults, joined an emergency room doctor in recalling the damage done by such a weapon. Heslin held up a picture of his son during his testimony and at times his voice choked with emotion.
"I'm not here for sympathy. I'm here to speak up for my son," Heslin said. Lewis, hit twice in the head, "lost his life ... because of a gun that nobody needs and nobody should have a right to have," Heslin said.
Dr William Begg told the panel that each child who was killed at Sandy Hook Elementary School in Newtown, Connecticut, had three to 11 bullet wounds.
"The gun legislation that you are considering will make a difference," Begg said. "It could prevent future tragedies like Newtown."
The Democrat-led committee is expected to approve, on a party line vote of 10-8, a bill to outlaw military-style semi-automatic rifles and magazines with more than 10 bullets.
But the measure, one of four gun-control bills inspired by Sandy Hook, is likely to face a bipartisan roadblock on the floor of the Democrat-led Senate.
Most Republican lawmakers, along with several Democrats from rural states who strongly support gun rights, have lined up against the bill. They say its restrictions would amount to a violation of their constitutional right to bear arms.
Backers of the bill contend that although Americans have a right to own a gun, the U.S. government has a responsibility to protect citizens from undue risks.
Democrats on the Judiciary Committee have separated Obama's four gun control bills in an effort to get at least some of the less controversial measures, such as expanded background checks for all gun buyers, implemented.
The four bills would require improved background checks, ban assault weapons, crackdown on illegal gun trafficking and improve school safety.
The committee could vote on the measures as early as Thursday, though any member of the panel may ask that consideration of the bills be delayed for a week.
Democratic Senator Dianne Feinstein, who oversaw Wednesday's hearing, is chief sponsor of the bill that would renew a 10-year ban on assault weapons that expired in 2004.
Feinstein said that such firearms have been used in several mass slayings in recent years, including Newtown as well as Aurora, Colorado, Tucson, Arizona, and Blacksburg, Virginia.
"We cannot allow the carnage I have described to continue without taking action," Feinstein said.
Critics of her bill cited studies that found no evidence that the previous decade-long ban had any impact on the U.S. homicide rate.
Senator Charles Grassley, the panel's top Republican, said, "when something has been tried and not found to work, we should try different approaches rather than re-enacting that which failed."
Grassley and other Republicans in Congress have said increased treatment of the mentally ill and improved efforts to prevent such people from getting guns would be a more effective way of curbing gun-related violence.

TEL AVIV, Israel - For Israel, the good news on the West Bank was that in 2012 for the first time in 39 years terrorism claimed not one Israeli victim.
But in a region where events can overtake expectations with neck-snapping speed, that is not a sign of peace to come. The question occupying Israelis and Palestinians is: Has the third intifada begun?
For weeks Palestinians have been confronting Israeli troops in numerous areas of the West Bank, sometimes as a result of local grievances, sometimes sparked by attacks by Jewish settlers, and most recently, by the death in detention of a Palestinian, who Palestinian officials claim was tortured to death.
Arafat Shalish Jaradat, a 30-year-old Palestinian who was arrested for allegedly throwing stones at Israeli soldiers, was arrested Feb. 18 and died in prison for no clear reason five days later. He is a Palestinian hero, a rallying call for angry young men and women.

Israeli analysts, however, believe that the protests are being carefully managed by Palestinian military officials, whose aim is to turn up the heat on the West Bank before President Barack Obama?s March 20 visit to Jerusalem and Ramallah. The theory is that the Palestinians want to make sure that their struggle with Israel tops the agenda, and not Iran or Syria.
If true, it?s a dangerous ploy. Amos Gilad, the Director of the Political-Security Staff in the Defense Ministry, told Army Radio, ?It looks as if the Palestinian Authority is trying to walk a delicate tightrope: both raising unrest and displays of violence and not wanting the matter to spin out of control.? The problem is that in this game, you never know when things are spinning out of control.?

Tension in the West Bank has been rising for about the last six months, partly because the United States and Israel have withheld promised funds, causing the Palestinian Authority to say there is no money to pay the salaries of Palestinian police and civil servants. Unemployment has also soared at the same time. ?The resulting anger and frustration fuel protests against Israel.
The first intifada, or popular uprising against Israel, was sparked by anger at a traffic accident in Gaza in which an Israeli truck driver killed four Palestinians in Dec. 1987. ?According to many, the second intifada was provoked by Prime Minister Ariel Sharon's visit to the holiest place in Judaisim and the third holiest place in Islam -- known as the Temple Mount or al-Aksa Mosque, respectively. It led to riots and arrests. ?
Each initial incident, relatively small in itself, tapped into a cauldron of spontaneous rage, deep-seated anger and frustration and, ultimately, support from the Palestinian leadership, albeit covert, and led to years of violence, arrests and deaths.
So what?s up now? Among Palestinians there is again deep anger at the plight of their roughly five thousand prisoner in Israeli jails, which threatens the rule of Fatah in the West Bank. In Gaza, Hamas managed to free more than a thousand of their prisoners from Israeli jails in return for the release of their one Israeli captive, Sgt. Gilad Shalit, who they held for five years. Now Hamas appeals to voters in the West Bank: Give us control of the West Bank and we?ll soon free your prisoners.
The Palestinian Authority government led by President Abu Mazen has to look as if it is doing something, so it is supporting the prisoner protests, even while warning the?protesters?that it will not tolerate serious violence against Israel -- an explosive contradiction.
One thing that Palestinian and Israeli analysts do agree on: Obama wants to encourage the peace process, but the danger is that the West Bank will explode before he even gets here.

LEXINGTON, Ky. (WKYT) - Family of 30-year-old Gary Thompson say they have had enough of his games.
"I know, I got mental handicaps. I'm working for my money," says Thompson.
Thompson tells WKYT that he doesn't see anything wrong with pretending to have a mental disability and to take money from shoppers.
"I'm just beginning," Thompson says.
"I don't know whether you call it crazy, stupid, ignorant, whatever it is. But, he does know how to manipulate too. But, that still doesn't make him right in the mind," says Gary Horton, Thompson's uncle.
Horton says his nephew has caused trouble since he was a teenager, "He has forged thee checks off of me for $100 apiece."
Horton says the family has given up on him, "He can go no place. Nowhere. He's run out of places to go."
Horton feels bad that Thompson was seriously injured as a child. He was hit by a vehicle while on a motorcycle. But, he also says there is no excuse for the choices Thompson continues to make, "I guess the boy has had lot of pain. He is grown man now. He is 30 years old."
Horton expects Thompson to continue to have run-ins with police until he gets some medical attention, "I don't think he needs to go to prison anywhere. I think he needs to be in a medical facility. I think he needs treatment."
While he can still walk, Gary legitimately needs a wheelchair to get around easier.
"I mean, people give people in wheelchairs money that are handicap. I'll just not act retarded anymore and get their money and I'll be normal. I am normal. It just helps to be mentally handicapped."
Lexington police expect to receive more complaints about Gary Thompson now that he has shared his scamming story.

WASHINGTON (AP) ? A deeply divided Senate is moving toward a vote on President Barack Obama's contentious choice of Chuck Hagel to head the Defense Department, with the former Republican senator on track to win confirmation after a protracted political fight.
Twelve days after Republicans stalled the nomination, the Senate was slated to vote Tuesday on proceeding with the Hagel selection after GOP lawmakers signaled late Monday they would end their delaying tactics. If Hagel gets the necessary votes, it would just be a matter of time for a simple up-or-down vote, although Republicans could insist on the maximum 30 hours of debate before a final vote.
If confirmed, Hagel would succeed Defense Secretary Leon Panetta and join Obama's retooled national security team just days before automatic, across-the-board budget cuts hit the Pentagon.
Senate Armed Services Committee Chairman Carl Levin, D-Mich., said he was optimistic about the vote's outcome and said it was critical for the Senate to act quickly.
"Given sequestration, it's really important that we have a secretary of defense who is in place when that hits, if it hits," Levin told reporters Monday. "I want to still say 'if' because I'm a perennial optimist."
Hagel's nomination bitterly split the Senate, with Republicans turning on their former GOP colleague and Democrats standing by Obama's nominee.
The president got no points with the GOP for tapping the former two-term senator and twice-wounded Vietnam combat veteran. Republican lawmakers excoriated Hagel over his past statements and votes. They argued that he was too critical of Israel and too compromising with Iran. They cast the Nebraskan as a radical far out of the mainstream.
Sen. John McCain, R-Ariz., clashed with his onetime friend over his opposition to President George W. Bush's decision to send an extra 30,000 troops to Iraq in 2007 at a point when the war seemed in danger of being lost. Hagel, who voted to authorize military force in Iraq, later opposed the conflict, comparing it to Vietnam and arguing that it shifted the focus from Afghanistan.
McCain called Hagel unqualified for the Pentagon job even though he once described him as fit for a Cabinet post.
Republicans also challenged Hagel about a May 2012 study that he co-authored for the advocacy group Global Zero, which called for an 80 percent reduction of U.S. nuclear weapons and the eventual elimination of all the world's nuclear arms.
The group argued that with the Cold War over, the United States can reduce its total nuclear arsenal to 900 without sacrificing security. Currently, the U.S. and Russia have about 5,000 warheads each, either deployed or in reserve. Both countries are on track to reduce their deployed strategic warheads to 1,550 by 2018, the number set in the New START treaty that the Senate ratified in December 2010.
In an echo of the 2012 presidential campaign, Hagel faced an onslaught of criticism by well-funded, Republican-leaning outside groups that labeled the former senator "anti-Israel" and pressured senators to oppose the nomination. The groups ran television and print ads criticizing Hagel.
Opponents were particularly incensed by Hagel's use of the term "Jewish lobby" to refer to pro-Israel groups. He apologized, saying he should have used another term and should not have said those groups have intimidated members of the Senate into favoring actions contrary to U.S. interests.
The nominee spent weeks reaching out to members of the Senate, meeting individually with lawmakers to address their concerns and seeking to reassure them about his policies.
Hagel's halting and inconsistent performance during some eight hours of testimony at this confirmation hearing last month undercut his cause, but it wasn't a fatal blow.
There was no erosion in Democratic support for the president's choice and Hagel had the backing of three Republicans ? Sens. Thad Cochran of Mississippi, Mike Johanns of Nebraska and Richard Shelby of Alabama. Other Republicans were reluctant to block a president's Cabinet choice from getting an up-or-down vote, fearing the precedent.
Democrats hold a 55-45 edge in the Senate, more than enough to confirm Hagel on a majority vote.

JOHANNESBURG (AP) ? Oscar Pistorius on Monday informed South African authorities that he wants to resume athletic training while on bail for the murder case against him, a government official said.
A spokeswoman for the Olympic runner, however, denied that he was making immediate plans to return to the track while awaiting trial for the Feb. 14 shooting death of his girlfriend, Reeva Steenkamp.
"Absolutely not," said spokeswoman Janine Hills. "He is currently in mourning and his focus is not on his sports."
The double-amputee Paralympian discussed bail terms with his probation officer and a correctional official at the Pretoria Magistrate's Court in the capital, Hills said. The guidelines will determine his daily routine until his next court appearance on June 4.
"It's his wish to continue to practice," James Smalberger, chief deputy commissioner of the department of correctional services, said in a telephone interview with The Associated Press.
Smalberger said the issue came up because authorities need to know his movements whenever he leaves the home where he is staying.
The timing of any resumption of training was uncertain.
Pistorius' longtime coach, Ampie Louw, declined to comment on any training plans for the runner, referring questions to a spokeswoman for the athlete's family.
Louw had said when the runner was in detention that he wanted to put him back into training in the event that he was granted bail. But he had also said Pistorius could be "heartbroken" and unwilling to immediately run again.
Pistorius, who was released on bail Friday, is staying at the house of his uncle, Arnold, in the affluent suburb of Waterkloof in Pretoria. He faces life imprisonment if convicted.
Pistorius is charged with premeditated murder in the killing of Steenkamp, in the early hours of Valentine's Day. Prosecutors say the pair had an argument before Steenkamp was killed; Pistorius says he mistook her for an intruder and shot her accidentally.
Smalberger said officials will visit Pistorius at his uncle's home at least four times a month, and that the runner indicated his interest in training again. More planning must occur before the start of any training.
"We want a training program from his coach so that we have backup for his movements," Smalberger said.
"He's not under house arrest, but his movements need to be known to us so that we don't pitch there and he's not there," he said. "We agree on 'free time' normally during the course of the day, and in the evening we expect him to be home."
Pistorius' 2013 season had been geared towards the Aug. 10-18 World Championships in Moscow, where the South African 4x400 relay team will be trying for another medal to add to the silver it won at the 2011 edition.
Chief Magistrate Desmond Nair had set bail at 1 million rand ($113,000). The 26-year-old track star was also ordered to hand over his passports, turn in any guns he owns and keep away from his upscale home in a gated community in Pretoria, the scene of the crime.
He cannot leave the district of Pretoria without his probation officer's permission and is not allowed to consume drugs or alcohol, the magistrate said.

LONDON (AP) ? U.S. Secretary of State John Kerry kicked off his first official overseas trip by meeting Monday with British leaders in London, the first leg of a hectic nine-country dash through Europe and the Middle East.
Kerry's first diplomatic meeting abroad came with British Prime Minister David Cameron, where they discussed the prospects of a free trade agreement between the United States and the European Union and the importance of the Middle East peace process.
Cameron's spokesman, Jean-Christophe Gray, said the prime minister and Kerry also "reiterated their shared determination to prevent a nuclear-armed Iran" ahead of talks between world leaders and Tehran in Almaty, Kazakhstan, this week.
The two also spoke about the challenges posed by fragile states such as Syria, Libya and Egypt, the spokesman added.
Later, Kerry is expected to discuss the Falkland Islands with U.K. Foreign Secretary William Hague before flying to Germany for meetings in Berlin.
Kerry arrived on London late Sunday as the Obama administration launched a frantic effort to try to salvage a Syrian opposition conference that Kerry plans to attend this week in Rome. Some members of the sharply divided Syrian Opposition Council are threatening to boycott the meeting.
LONDON ? Iran's Revolutionary Guards said they had conducted tests aimed at bringing down a "hypothetical" foreign surveillance drone during a military exercise, the official Fars news agency said on Saturday.
The Islamic Republic News Agency, another official news agency, also reported the exercise, but omitted the word hypothetical giving the impression that a real drone had been downed.
Other official Iranian media outlets later referred to the downing of a "hypothetical" aircraft.
In the past, there have been incidents of Iran claiming to have seized U.S. drones.
In early January Iranian media said Iran had captured two miniature U.S.-made surveillance drones over the past 17 months.
Several drone incidents over the past year or so have highlighted tension in the Gulf as Iran and the United States flex their military capabilities in a standoff over Iran's disputed nuclear program.
Iran said in January that lightweight RQ11 Raven drones were brought down by Iranian air defense units in separate incidents in August 2011 and November 2012.

The gorgeous lily makes its appearance each year, decorating church, home, and garden. I can?t have them in my house, though. I won?t to risk having an Easter lily anywhere near my cat Seren. For cats, the fragrant blooms can mean death.
Many lilies are lethal to cats. Easter lilies, stargazer lilies, and Asiatic lilies are the most dangerous, and different cats react in various ways. The plants contain a chemical that can damage the kidneys, and kill your cat. Just biting a leaf or petal, or licking up the water from the vase can be enough to cause serious kidney disease.

Dogs often gnaw leaves, dig up the plant, or eat the whole thing. Cats aren?t as likely to eat plants, but just biting a lily leaf or petal can kill kitty. Felines more often paw-pat and shred leaves and stems during play, and may be poisoned when they later lick and clean their paws and claws.
Cats poisoned by lily toxin typically suffer kidney failure within 36 to 72 hours. Symptoms include vomiting, lethargy or loss of appetite. Some cats suffer permanent kidney damage and lose their lives, while others can recover if treated in time with dialysis that gives the organs enough time to heal.

The easiest way to protect your cats is to keep toxic plants out of reach?or out of your house altogether. Besides lilies, other potential harmful plants include rhododendron, sago palm, kalanchoe and schefflera. Azalea can cause vomiting, diarrhea, seizures, coma and death. Eating or chewing caladium, dieffenbachia or philodendron makes the tongue and throat swell up so breathing is difficult. Mother-in-law?s tongue (snake plant) causes everything from mouth irritation to collapse. Crown of thorns and English ivy will prompt thirst, vomiting and diarrhea, stomach pain, and death in one to two days. Holly also causes stomach pain, vomiting and diarrhea.

You can keep your pet family members safe and sound by choosing only pet-friendly safe varieties for your garden and home. Calla Lilies (below) and peace lilies (above), which don?t belong to the Lilium genus, are harmless to cats.

There are many other plants that prompt mild problems, such as excess salivation or mouth discomfort. Keeping these out of reach of curious paws may be sufficient to protect your animals. But pet lovers should steer clear of the worst plant offenders, both inside and out. If you see your pet with one or more of these signs, particularly if a suspect plant is within reach, get help immediately! First aid can save the cat or dog?s life. Then take the pet to see the veterinarian as quickly as possible.
Different poisons require very specific first aid. Usually that will be either 1) induce vomiting, (cats do this on their own very well?but never when you want them to!) or 2) give milk or water to wash out the mouth and dilute the poison. Making the pet vomit the wrong poisonous plant, though, could make a serious situation even more deadly, so you MUST know what to do for each type of plant.

Svante Pbo, PhD, director of the Department of Genetics at the Max Planck Institute for Evolutionary Anthropology in Leipzig, Germany, is the recipient of the 2013 Genetics Prize of The Gruber Foundation. Pbo is being honored with this prestigious international award for his pioneering research in the field of evolutionary genetics. He is considered the founder of molecular paleontology, the application of genetics to the study of prehistoric life.
The award will be presented to Pbo on April 16 at the International Congress of Genetics conference in Singapore, where he will also deliver a lecture entitled "Archaic Genomics."
"Svante Pbo's work shows basic science at its best. He was driven by an obvious passion to use DNA technology to unlock the past. He overcame seemingly insupperable technical obstacles. And he opened new vistas on a question we all care about, 'Where do we come from?' This is a wonderful award," said Maynard Olson, a member of the selection advisory board and 2007 laureate of the Gruber Genetics Prize.
Pbo, 57, started experimenting with extracting DNA from ancient human remains in the early 1980s while completing his PhD program in molecular immunology at the University of Uppsala in Sweden, his native country. His first major findingthe demonstration that DNA was preserved in a 2,400-year-old mummy of an infant boywas published as the cover story in Nature in 1985. In the ensuing two-and-a-half decadesat the University of California at Berkeley, the University of Munich and, since 1997, at the Max Planck Institute Pbo has played a leading role in developing the technology that has made it possible to isolate and sequence ancient DNA.
In 1997, Pbo announced the successful sequencing of mitochondrial Neandertal DNAa watershed in evolutionary genetics. In addition to proving that the DNA could be successfully extracted and sequenced from a 40,000-year-old fossil, the sequencing showed that Neandertals and humans were distinctly different groups. Over the next decade, with the help of new gene-sequencing technology, Pbo led efforts to sequence Neandertal's nuclear DNA. In 2010, he and his colleagues at the Max Planck Institute published the draft sequence of that genome, along with the startling finding that Neandertals have contributed up to 4 percent of the genetic material in modern humans. That same year, Pbo and his team reported a second remarkable finding: A DNA analysis of a finger bone found in 2008 in a Siberian cave showed that it had belonged to a previously unknown form of hominins. It was the first time an extinct hominin group had been identified by genetic analysis alone.
Pbo is also recognized as one of the world's leaders in human molecular evolution. He has, for example, played a critical role in defining the genetic relationship between humans and great ape populations. In addition, he has identified and studied the function of genes critically important in the evolution of the human species, such as FOXP2, which is associated with language development. In 2008, Pbo reported that Neandertals had an identical FOXP2 gene, which raised the tantalizing possibility that they may have had some language capabilities.
"Pbo's bold and exciting research has changed the way we understand human evolution and is providing insight into genes that are critical in the evolution of the human species," said Huda Zoghbi, chair of the Selection Advisory Board and the 2011 laureate of the Gruber Neuroscience Prize.

ST. LOUIS (AP) ? Hundreds of snow plows and salt spreaders took to the highways of the nation's heartland Wednesday, preparing for a winter storm that could dump up to a foot of snow in some areas and bring dangerous freezing rain and sleet to others.
Winter storm warnings were issued from Colorado through Illinois. By midday Wednesday, heavy snow was already falling in Colorado and western Kansas.
National Weather Service meteorologist Jayson Gosselin said parts of Colorado, Kansas and northern Missouri could get 10 to 12 inches of snow. Dodge City, Kan., was bracing for up to 16 inches of snow. Further south, freezing rain and sleet could make driving treacherous.
Officials feared the winter storm would be the worst in the Midwest since the Groundhog Day blizzard in 2011. A two-day storm that began Feb. 1, 2011, was blamed in about two dozen deaths and left hundreds of thousands without power, some for several days. At its peak, the storm created white-out conditions so intense that Interstate 70 was shut down across the entire state of Missouri.
"We're not going to see that type of storm, but it's certainly the most impactful in the last two winters," said Gosselin, who works in suburban St. Louis.
Tim Chojnacki, spokesman for the Missouri Department of Transportation, said it planned to have salt trucks on the roads before the storm arrived in the Show-Me State in hopes that the precipitation would largely melt upon impact.
Gosselin said sleet and freezing rain could make areas like St. Louis, southern Missouri and parts of Texas, Oklahoma and Arkansas more dangerous than those with heavy snowfalls. Ice accumulations could reach a half-inch in some places.
"Sleet is no fun to drive on," Gosselin said. "Especially if you get a couple of inches, which could happen. It doesn't melt, and it's very heavy to move. It's difficult to shovel, you can't really plow it and the chemicals don't work as well."
Much of Kansas was expected to get up to a foot of snow, which many rural residents welcomed after nearly a year of drought.
Jerry and Diane McReynolds spent part of Wednesday putting out more hay and straw for newborn calves at their farm near Woodston in north central Kansas. The storm made extra work, but Diane McReynolds said it would help their winter wheat, pastures and dried-up ponds.
"In the city you hear they don't want the snow and that sort of thing, and I am thinking, 'Yes, we do,' and they don't realize that we need it," she said. "We have to have it or their food cost in the grocery store is going to go very high. We have to have this. We pray a lot for it."
Meanwhile, a separate snow storm caught many drivers by surprise in California, leaving hundreds stranded on mountain highways. A 35-mile stretch of Highway 58 between Mojave and Bakersfield was closed Wednesday, and several school districts closed. No injuries were reported.
Schools also were closed in northern Arizona and Colorado with snow there. Mindy Crane, a spokeswoman for the Colorado Department of Transportation, said hundreds of plows had been deployed for what was expected to be one of the most significant snow storms of the season.
Just the threat of snow had a big impact in Nebraska, where lawmakers cancelled Thursday afternoon committee hearings and University of Nebraska officials moved a Big 10 men's basketball game against Iowa from Thursday to Saturday.
Gosselin said precipitation is generally expected to drop off as the storm makes its way east. Chicago and parts of Indiana, he said, could get about 2 inches of snow and some sleet.

Through the "super political-action committee" he launched shortly before the November election, Mayor Bloomberg has purchased $2.1 million in political attack ads in the special vote to replace Rep. Jesse Jackson Jr., who resigned in November. The primary target is Debbie Halvorson, a former member of Congress who once received an ?A? rating from the NRA and opposes President Obama?s push for an assault-weapons ban.
The ad buy points how gun-rights groups are trying to use new leverage to change Washington's political calculus on gun control. For years, the Democratic Party has embraced pro-gun candidates in an effort to expand its base. But recently, former Rep. Gabby Giffords (D) and her husband have sought to use the massacre in Newtown, Conn., as well as her own shooting, to reverse this trend.
Now, Bloomberg is using his own vast fortune to hit opponents where it hurts most: on the airwaves. It is a message that could resonate in Illinois' Second Congressional District, which is in Chicago, a city currently wracked by gun violence. And while there's no polling on the Democratic race, at least one prominent election watcher has said Bloomberg's ads could swing the contest.
?Gun control is Bloomberg?s longstanding cause, and part of the reason he can get involved in so many races is he?s got so much money. It?s his privilege to do it,? says Larry Sabato, director of the Center for Politics at the University of Virginia in Charlottesville. ?And there is one big difference between Halvorson and [challenger Robin] Kelly, and it is guns.?
One ad sponsored by Bloomberg's super PAC, Independence USA, says of Ms. Halvorson: ?When it comes to preventing gun violence, she gets an ?F.? ?
Halvorson accuses Bloomberg of trying to ?purchase? the election. ?We cannot allow Bloomberg to buy this district from New York,? she told reporters Monday.
